On your way, be careful because the Cactus Bomel are blocking the path. They will not let you through easily. So, on your way, defeat 45 Cactus Bomel and 45 Skeleton Bomel.. Afterwards, go to the 4F and deliver the research regarding the bandages to the most bravest guard, Merr. He should be able to take care of this problem easily.
Hint: Now you just have to go meet Ratoo, and head to town.
